On sending clarifications to the Federal Customs Service of Russia and Rosselkhoznadzor

In addition to the letters of the Rosselkhoznadzor (hereinafter - the instructions of the Rosselkhoznadzor), in order to uniformly apply the instructions of the Rosselkhoznadzor, the Federal Customs Service of Russia, together with the Rosselkhoznadzor, sends appropriate explanations.

When wood packaging material is imported into the territory of the Russian Federation as an independent product classified in heading 4415 of the TN VED of the EAEU, customs officials exercising control at checkpoints across the state border of the Russian Federation send such goods for actual control to officials of Rosselkhoznadzor in accordance with the current regulatory framework.

When importing wood packaging material into the territory of the Russian Federation as a package of goods, the country of departure and (or) origin of which isChina, USA, Canada, Israel, Mexico, Japan, South Korea, Taiwan(hereinafter referred to as distribution countries), in the region where sea or air checkpoints operate, customs officials send such goods for actual control to Rosselkhoznadzor officials in accordance with the current regulatory framework.

When importing wood packaging material into the territory of the Russian Federation as a package of goods, the country of departure and (or) origin of which is one of the countries of distribution, in the region of operation of automobile and railway checkpoints, customs officials inform Rosselkhoznadzor officials at checkpoints by transferring copies transport (transportation) documents when moving each batch of such goods in order to organize secondary control in places of their temporary storage.

When carrying out operations related to the examination (inspection) of goods, customs officials in the event of detection of wood packaging material without applicationmark in accordance with the International Standard for Phytosanitary Measures ISPM No. 15 "Guidelines for the regulation of wood packaging and fasteners"send such goods for actual control to officials of Rosselkhoznadzor.
