Types of certificates and declarations


Certificate of origin

This is a document that clearly indicates the country of origin of the goods and is issued by the authority of the exporting state, authorized in accordance with national legislation. Usually it is necessary for the customs authorities of the importing country for tariff regulation of imported goods, obtaining preferential tariffs, duty-free import, exemption from additional taxation.

Certificates of origin of goods are issued by the chamber of commerce and industry of the state in which the goods are produced. The certificate of origin of goods is not a mandatory document; in its absence, the customs clearance of the cargo is carried out in the usual manner, but the import duty exemption for the imported goods is not provided.


Product safety certificate or certificate of conformity (GOST-R)

This certificate is also known under the names -mandatory certificateAndRostest certificate.

This certificate is required for submission to the customs authorities during customs clearance of imported goods on the basis of the Law of the Russian Federation "On Protection of Consumer Rights". The list of goods requiring certification has been approved by the regulations of the State Customs Committee and Gosstandart.

The certificate is received by a Russian person for a consignment of goods received under a concluded foreign trade contract. The certificate of conformity is issued by the authorized body after testing for each type of product requiring certification. A safety certificate may be issued on the basis of a hygienic conclusion of the State Epidemiological Supervision bodies, which carry out laboratory tests of product samples.

From 01.01.2004, when customs clearance of goods subject to mandatory certification upon importation, a copy of the certificate of conformity certified by a foreign economic activity participant is accepted for customs clearance only if the original or a duly certified copy is available (a copy can be certified by a notary public, by the body that issued the certificate or by a consular institution of the Russian Federation).

Conditional release of goods without providing a certificate of conformity (with the subsequent provision of a certificate of conformity) is carried out only in agreement with the Main Directorate of Tariff and Non-Tariff Regulation (GUTNR) of the State Customs Committee of Russia. Until the procedure for approval is established, in order to agree with the GUTNR of the State Customs Committee of Russia, it is necessary to contact the customs OTNR. quarantine certificate.


Declaration of Conformity

Declaration of Conformity- this is a document in which the manufacturer certifies that the products supplied by him comply with the requirements of regulatory documents. The declaration procedure practically does not differ from product certification, the only difference is the forms on which these documents are drawn up. The certificate of conformity is drawn up on the form of the established sample, and for the declaration of conformity a certain form of the form is not established.

Legislative acts of the Russian Federation establish a nomenclature, the conformity of which can be confirmed by a declaration of conformity. "That is, if a particular product is reflected in this nomenclature, then a mandatory requirement is the execution of a declaration of conformity. The basis for registering a declaration of conformity are the following documents:

  • laboratory test report
  • in some cases, it is additionally necessary to issue a sanitary and epidemiological conclusion.

Information to be included in the Declaration of Conformity:

  • name and address of the manufacturer
  • name of the regulatory document (GOST) for compliance with the requirements of which the products are confirmed
  • laboratory test report number
  • validity of the declaration of conformity

The accredited certification center, where the declaration of conformity is registered, assigns the registration number of the declaration, which contains the code of the certification body and the serial number of the declaration of conformity itself.The Declaration of Conformity has legal force on a par with the Certificate of Conformity and is valid throughout the Russian Federation.


quarantine certificate

A quarantine certificate is required to confirm the absence of various diseases for a number of products of plant or animal origin. When such goods are imported into the territory of Russia, their non-infection is controlled by border points of veterinary and phytosanitary control, after which a quarantine certificate is issued. When exporting goods of plant and animal origin, they issue internal bodies authorized to control the quality of the exported goods.


Veterinary certificate 

Veterinary control is an integral part of sanitary and epidemiological control, which is carried out at the points of entry of goods across the border of the Russian Federation in order to protect the territory of the Russian Federation from the importation and spread of especially dangerous infectious diseases of people, animals and plants, as well as toxic substances.

The purpose of veterinary control is to prevent the introduction into the territory of the Russian Federation of especially dangerous animal diseases, diseases common to humans and animals, as well as goods that are unfavorable in veterinary terms.

Import into the territory of the Russian Federation of animals and goods subject to veterinary control is carried out only if there is an international veterinary certificate. Veterinary certificate - an international veterinary document of the established form, issued for live animals, livestock products and other goods subject to veterinary control by the state veterinarian of the country.

For the purposes of customs clearance, a copy (photocopy) of the veterinary certificate is accepted, which, together with the first copy of the CCD, is kept in the file of the customs authority. When the goods are released, the customs inspector puts down in column 44 of the customs declaration under number 6 the number of the certificate, the date of its issue and the name of the authority that issued it. The original veterinary certificate is returned to the exporter.


Hygienic certificate

It is issued by the sanitary and epidemiological supervision authorities after an examination of products (production conditions, specifications) on the basis of a test report and submitted documents. On the reverse side, the hygienic characteristics of the products obtained as a result of tests are prescribed.

The validity period of the sanitary and epidemiological conclusion is from 1 month to 5 years (depends on the type of product, on the documents provided, test results, decision of the expert conducting the certification). A hygiene certificate is required to obtain a safety certificate.


Rejection letterVNIIS

Rejection letterVNIIS- this is an official document issued by the certification body, which states that the product is not subject to mandatory certification or belongs to a group of products, the conformity of which can be confirmed by a declaration of conformity. A letter is drawn up on the letterhead of the issuing authority, certified by a stamp.

A letter of refusal is required in cases where, for example, it is not entirely clear which OKP or TN VED code can be used to classify products. And, in turn, the question arises, is it necessary to certify products or not? This question often arises among representatives of regulatory authorities (Customs and various inspection organizations from supervisory agencies).

Rejection letters are of two types, they differ only in the address

  1. For customs- to the address of the Head of the State Customs Committee (SCC), information about the contract under which the products were imported is also entered here, there are no other differences.
  2. For trade- the letter is sent to the address of the applicant (the director of the company or PBOYuL who applied for the letter).
