Regulation of wood packaging material in international trade - Annex 2 of ISPM 15

Marking and its application

The marking indicating that the wood packaging material has been subjected to an approved phytosanitary treatment in accordance with this standard includes the following required components:
- symbol;
- code of the country;
- manufacturer's or processing manufacturer's code;
- processing code using the appropriate abbreviation according to Annex 1 (NT or MB).

Symbol
The design of the symbol (which may be registered under national, regional or international procedures, either as a trademark or as a certification, collective or warranty mark) must be as similar as possible to the symbol shown in the examples below and must be positioned to the left of other elements.

Code of the country
The country code must be the two-digit International Standards Organization (ISO) code for the country (denoted as "XX" in the examples). It must be separated by a hyphen from the code of the manufacturer of the material or the manufacturer of the treatment.

Material manufacturer or treatment manufacturer code
The material or treatment manufacturer code is a unique code assigned by the NPPO to the wood packaging material manufacturer or treatment manufacturer that uses this mark, or to another entity that is responsible to the NPPO for ensuring that only correctly treated wood is used and properly labeled ( indicated in the examples as "000"). The number and order of numbers and/or letters in the code is determined by the NPPO.

Processing code
The treatment code is the IPPC abbreviation given in Appendix 1 for the approved measure applied, indicated in the examples as "YY". The treatment code must follow the combined country and material manufacturer or treatment manufacturer codes. It must be on a separate line from the country code and the code of the manufacturer of the material or the manufacturer of the treatment, or separated by a hyphen if it is located on the same line with other codes.

Marking
The size, typefaces used and placement of markings may vary, but should be large enough to be visible and legible to inspectors without the aid of visual aids. This marking shall have a rectangular or square shape and be located within a frame with a vertical line separating the symbol from the code elements. To facilitate the use of the stencil, small breaks in the frame, vertical line and other places among the marking elements may be allowed.

No other information shall be contained within the marking box. If additional markings (e.g. manufacturer's trademarks, notified body's logo) are appropriate to protect national use of the label, such information may be placed adjacent to, but outside the boundaries of, the label.

The marking must:
- be picky;
- to be durable and not allowing its transfer;
— located in a position visible when the wooden packaging is in use, preferably on at least two opposite sides of the wood packaging material unit.

This marking must not be applied by hand.
The colors red and orange should be avoided as they are used to mark dangerous goods.

Where a wood packaging material unit consists of several elements, the resulting composite unit shall be considered as a separate unit for labeling purposes. On a composite unit of wood packaging material consisting of both treated wood and recycled wood material (if the recycled material element does not require processing), it would be appropriate to mark the recycled wood material elements to ensure that the marking is in a conspicuous place and was quite large. This labeling approach applies only to composite units and not to temporary prefabricated wood packaging material.

It may be necessary to pay particular attention to legible marking of the lumber, as the final trimming of the treated lumber intended for use as fasteners can only be done when the vehicle is loaded. It is important that shippers ensure that all lashing timber used to secure or support goods is treated and marked as described in this Annex and that these markings are clear and legible.

Small pieces of wood that do not have all the required markings should not be used as fasteners. Fixing timber can be marked as follows:
- marking pieces of wood intended for use as fasteners along their entire length at short intervals (note: if very small pieces are used as fasteners, then they should be cut off in such a way that the marking is completely preserved on the used fastener);
- additional marking on the treated timber in a conspicuous place after trimming, if the shipper is authorized to do so in accordance with section 4.

The following are examples of acceptable locations for required marking elements used to certify that wood packaging material bearing such a mark has been subjected to an approved treatment. No character changes should be accepted. Marking arrangements shall be accepted provided that they comply with the requirements specified in this annex.
