In connection with the entry into force of Federal Law No. 394 and the transfer of powers of veterinary, phytoquarantine and sanitary control, in terms of documentary control to Customs.

We hereby inform you that from June 29, 2011, due to the entry into forceFederal Law No. 394 dated December 28, 2010, the procedure for submitting documents has changed (Import Quarantine PermitAndPhytosanitary Certificate) for controlled products according to the lists approved

By decision of the Commission of the Customs Union No. 299 dated 05/28/2010. On the application of sanitary measures in the customs union.

By the decision of the commission of the Customs Union No. 317 of 06/18/2010. On the application of veterinary and sanitary measures in the customs union.

Decision of the Commission of the Customs Union No. 318 of 06/18/2010. On Ensuring Plant Quarantine in the Customs Union (Group of Goods with High Phytsanitary Risk) (a group of goods with a low pest risk).

The control over the availability of IFR and FS is entrusted to customs officials at the first port of call. Control is carried out during the registration of the vessel for arrival at the first port of call.

All documents confirming the observance of prohibitions and restrictions when importing into the territory of the Russian Federation must be submitted to the OTP of the customs post "Sea Port of Vladivostok" before the vessel arrives at the port of Vladivostok.

CERTIFICATES MUST BE PROVIDED TO THE OFFICE OF LINES AGENTS NOT LATE THAN 1 DAY BEFORE THE SHIP'S APPROACH.

The scheme for providing documents is as follows:

For goods falling under veterinary and phytoquarantine control, original documents (veterinary certificate, phytoquarantine certificate, IQR, etc.) with copies are provided.

Customs puts on the copy "verified with the original" and returns the original.

For goods subject to sanitary and epidemiological control, original documents are provided (Certificate of state registration of goods, SEZ, extract from the register of certificates, etc.) or copies certified by a notary, or copies certified by the authority that issued this document, or a copy certified by the recipient of this document.

We also inform you that for the following goods, Customs requires additional information about the goods to determine the "control of the goods", namely:

Plumbing - pipes, metapol, valves, faucets, water filters and the like - information about the scope is required - if for drinking water supply, then documents must be provided. If not for drinking water, then proof must be provided (packing list, explanatory letter on the scope).

Film, bags, packaging, packaging cardboard and the like - information is required on the scope of application - if it comes into contact with food, then documents must be provided. If it is not intended for food, then it is necessary to provide confirmation (packing list, explanatory letter about the scope).

Clothing - if for children, then documents are required.

In the absence of documents for the imported cargo, the Customs puts the stamp "Import is prohibited" on the c/c and prohibits unloading the container. All costs associated with the return of the container (stitching, etc.) will be charged to the guilty party.

If the certificates are not provided to the line agent's office on time, the agent is not responsible for any costs associated with the return of the container.
