Letter of Rospotrebnadzor of the Russian Federation dated September 22, 2010 N 01/13620-0-23

The Federal Service for Supervision of Consumer Rights Protection and Human Welfare has repeatedly explained to participants in economic activity that the requirements of the customs authorities, additional (not provided for by law) letters from Rospotrebnadzor for customs clearance of goods are illegal. The relevant information was sent to the Federal Customs Service by the letter of Rospotrebnadzor dated April 22, 2010 N 01/6277-10-23.

In connection with the entry into force of the documents of the Customs Union, which abolished the issuance of sanitary and epidemiological conclusions for products, the situation associated with incoming appeals from citizens, legal entities, individual entrepreneurs to the Federal Service has sharply escalated.

The requirement for economic activity participants to provide clarifications from Rospotrebnadzor on confirmation of product compliance with the Unified sanitary, epidemiological and hygienic requirements of the Customs Union, in fact, has become an additional document for customs clearance, which created additional barriers for participants in foreign economic activity.

In connection with the foregoing, I inform you that letters confirming the compliance of products with the Unified sanitary-epidemiological and hygienic requirements of the Customs Union at the request of citizens, legal entities, individual entrepreneurs are not issued by the Federal Service and its territorial bodies.

Please bring this information to the territorial bodies of the Federal Customs Service.
