Regulation of wood packaging material in international trade - Annex 1

Examples of ways to safely dispose of non-compliant wood packaging material

Safe disposal of non-compliant wood packaging material is one option for pest risk management and may be used by the NPPO of the importing country when emergency action is either not possible or not desirable. The methods listed below are recommended for the safe disposal of non-compliant wood packaging material:

(1) incineration, if permitted;
(2) deep burial in places approved by the competent authorities (note: the depth of burial may depend on climatic conditions and the pest found, but it is recommended that it be at least two meters. The material should be covered with earth immediately after being placed in the pit and thereafter remain buried (it must also be remembered that deep burial is not an acceptable disposal option for wood infested with termites or some root pathogens);
(3) processing (note: chipping should only be used if combined with further processing in accordance with the recommendations of the NPPO of the importing country for the destruction of pests of concern, for example for the manufacture of oriented strand boards);
(4) other methods approved by the NPPO as being effective against pests of concern;
(5) where appropriate, return to the country of export.

In order to minimize the risk of introduction or spread of pests, secure disposal, if required, should be carried out using the specified methods without delay.
