TECHNICAL REGULATIONS OF THE CUSTOMS UNION 020/2011 ELECTROMAGNETIC COMPATIBILITY OF TECHNICAL MEANS

Foreword

1. This technical regulation of the Customs Union was developed in accordance with the Agreement on uniform principles and rules of technical regulation in the Republic of Belarus, the Republic of Kazakhstan and the Russian Federation dated November 18, 2010.

2. This technical regulation of the Customs Union has been developed to ensure the establishment in the single customs territory of the Customs Union of uniform mandatory requirements for the application and implementation of electromagnetic compatibility of technical means, to ensure the free movement of technical means put into circulation in the single customs territory of the Customs Union.

3. If other technical regulations of the Customs Union have been adopted for technical equipment that establish requirements for technical equipment, then the technical equipment must comply with the requirements of these technical regulations of the Customs Union, which apply to them.

Article 1 Scope

1. This technical regulation of the Customs Union applies to technical means put into circulation in the common customs territory of the Customs Union that are capable of creating electromagnetic interference and (or) the quality of which depends on the impact of external electromagnetic interference.
2. This technical regulation of the Customs Union does not apply to technical means:
- used by manufacturers of other technical means as their components and not intended for independent use;
- passive with respect to electromagnetic compatibility;
- not included in the Unified list of products for which mandatory requirements are established within the framework of the Customs Union, approved by the Commission of the Customs Union (hereinafter referred to as the Commission).
If for certain classes, groups and types of technical means technical regulations of the Customs Union are adopted that establish fully or partially with greater certainty the requirements for electromagnetic compatibility, then from the date of entry into force of these technical regulations of the Customs Union, the effect of this technical regulation of the Customs Union in relation to these technical means and requirements for electromagnetic compatibility is terminated.
3. This technical regulation of the Customs Union establishes the requirements for electromagnetic compatibility of technical means in order to ensure the protection of human life and health, property in the common customs territory of the Customs Union, as well as to prevent actions that mislead consumers (users) of technical means.
4. This technical regulation of the Customs Union does not regulate relations related to the use of the radio frequency spectrum, which is regulated by the national legislation of the member states of the Customs Union in the field of communications.

Article 2 Definitions

The following terms and their definitions are used in this technical regulation of the Customs Union:

apparatus- a structurally completed technical tool having a body (shell) and, if necessary, devices (ports) for external connections, intended for use by the consumer (user);
manufacturer- a legal entity or an individual as an individual entrepreneur, carrying out on its own behalf the production or production and sale of technical means and responsible for their compliance with the requirements for electromagnetic compatibility of the technical regulations of the Customs Union;
importer- a resident of a state - a member of the Customs Union, who has concluded a foreign trade agreement with a non-resident of the member states of the Customs Union for the transfer of technical means, implements these technical means and is responsible for their compliance with the electromagnetic compatibility requirements of the technical regulations of the Customs Union;
component- structurally completed part of the technical means, intended for inclusion by the consumer (user) in the apparatus; circulation of a technical means on the market - the processes of transition of a technical means from the manufacturer to the consumer (user) in the common customs territory of the Customs Union, which are undergoing technical
means after completion of its manufacture;
intended use- use of the technical means in accordance with the purpose indicated by the manufacturer on this technical means and (or) in the operational documents;
technical means- any electrical, electronic and radio-electronic product, as well as any product containing electrical and (or) electronic components, which can be categorized as: component, apparatus and installation;
EMC-passive technical device- a technical device that, due to its design and functional characteristics, when used for its intended purpose without the use of additional means of protection against electromagnetic interference, such as shielding or filtering, is unable to create electromagnetic interference that disrupts the operation of communications and other technical means in accordance with their purpose, and is able to function without deterioration in quality when exposed to electromagnetic interference corresponding to the electromagnetic environment for use in which the technical device is intended (types of technical means that are passive in relation to electromagnetic compatibility are given in Appendix 1 to this technical regulation of the Customs Union);
person authorized by the manufacturer- a legal or natural person duly registered by a state - a member of the Customs Union, which is determined by the manufacturer on the basis of an agreement with him to act on his behalf when confirming compliance and placing products in the common customs territory of the Customs Union, as well as for imposing liability for non-compliance products to the requirements of the technical regulations of the Customs Union;
installation (mobile or stationary)- a set of interconnected devices and, if necessary, other products, intended for use by the consumer (user) as a product with a single functional purpose and having a single technical documentation;
resistance to electromagnetic interference (noise immunity)– the ability of a technical facility to maintain a given quality of functioning when exposed to external electromagnetic interference with regulated parameter values;
electromagnetic compatibility– the ability of a technical facility to function with a given quality in a given electromagnetic environment and not create unacceptable electromagnetic interference to other technical facilities;
electromagnetic environment- a set of electromagnetic phenomena and processes in a given area of space;
electromagnetic interference- an electromagnetic phenomenon or process that reduces or may reduce the quality of the functioning of a technical device.

Article 3. Rules of circulation on the market

1. A technical device is put into circulation on the market if it complies with this technical regulation of the Customs Union, as well as other technical regulations of the Customs Union, which apply to it, and provided that it has passed confirmation of conformity in accordance with Article 7 of this technical regulation of the Customs Union, as well as in accordance with other technical regulations of the Customs Union, which apply to it.
2. A technical device, the compliance of which with the requirements of this technical regulation of the Customs Union has not been confirmed, must not be marked with a single mark of product circulation on the market of the Member States of the Customs Union and is not allowed to be put into circulation on the market.
3. A technical device that is not marked with a single sign of product circulation on the market of the Customs Union member states is not allowed to be put into circulation on the market.

Article 4. Requirements for electromagnetic compatibility

The technical tool must be designed and manufactured in such a way that, when used for its intended purpose and meeting the requirements for installation, operation (use), storage, transportation (transportation) and maintenance:
- electromagnetic interference created by the technical means did not exceed the level that ensures the functioning of communications and other technical means in accordance with their purpose;
- the technical device had a level of resistance to electromagnetic interference (noise immunity) that ensures its operation in the electromagnetic environment for which it is intended.
Types of electromagnetic interference generated by the technical means and (or) affecting the technical means are given in Appendix 2 to this technical regulation of the Customs Union.

Article 5. Requirements for marking and operational documents

1. The name and (or) designation of the technical tool (type, brand, model - if available), its main parameters and characteristics, the name and (or) trademark of the manufacturer, the name of the country where the technical tool is manufactured, must be applied to the technical tool and are specified in the operating documents attached to it.
At the same time, the name of the manufacturer and (or) its trademark, the name and designation of the technical means (type, brand, model - if any) must also be applied to the packaging.
2. If the information given in paragraph 1 of this article cannot be applied to a technical tool, then they can only be indicated in the operational documents attached to this technical tool. At the same time, the name of the manufacturer and (or) its trademark, name and
the designation of the technical means (type, brand, model - if any) must be marked on the packaging.
3. The marking of the technical tool must be legible, easy to read and applied to the technical tool in a place accessible for inspection without disassembly using a tool.
4. Operational documents for the technical facility must contain:
- information listed in paragraph 1 of this article;
- information on the purpose of the technical means;
- characteristics and parameters;
- rules and conditions for the installation of a technical facility, its connection to the electrical network and other technical facilities, start-up, regulation and commissioning, if the implementation of these rules and conditions is necessary to ensure the compliance of the technical facility with the requirements of this technical regulation of the Customs Union;
- information about the restrictions on the use of the technical means, taking into account its purpose for working in residential, commercial and industrial areas;
- rules and conditions for safe operation (use);
- rules and conditions, storage, transportation (transportation), sale and disposal (if necessary - the establishment of requirements for them);
- information on the measures to be taken if a malfunction of the technical means is detected;
- name and location of the manufacturer (manufacturer's authorized person), importer, information for contacting them;
- month and year of manufacture of the technical means and (or) information on the place of application and the method of determining the year of manufacture.
5. Operational documents are executed in Russian and in the state(s) language(s) of the state - a member of the Customs Union, if there are relevant requirements in the legislation(s) of the state(s) - a member(s) of the Customs Union.
Operational documents are carried out on paper. They may be accompanied by a set of operational documents on electronic media. Operational documents included in the set of technical equipment for non-domestic purposes can only be made on electronic media.

Article 6. Ensuring compliance with the requirements for electromagnetic compatibility

1. Compliance of a technical device with this technical regulation of the Customs Union is ensured by fulfilling its requirements for electromagnetic compatibility directly or by meeting the requirements of the standards included in the List of Standards, as a result of which, on a voluntary basis, compliance with the requirements of the technical regulation of the Customs Union is ensured.
2. Methods of research (testing) and measurement of technical equipment are established in the standards included in the List of standards containing the rules and methods of research (testing) and measurement, including the rules for sampling, necessary for the application and fulfillment of the requirements
technical regulations of the Customs Union and the assessment (confirmation) of product conformity.

Article 7 Conformity assessment

1. Before being put into circulation on the market, a technical device must undergo confirmation of compliance with the requirements for electromagnetic compatibility of this technical regulation of the Customs Union.
Conformity assessment of technical equipment is carried out according to the schemes established in this technical regulation of the Customs Union, in accordance with the Regulations on the procedure for the application of standard schemes for assessing (confirming) conformity in the technical regulations of the Customs Union, approved by the Commission.
2. The technical means included in the List given in Appendix 3 to this technical regulation of the Customs Union are subject to confirmation of conformity in the form of certification (schemes 1c, 3c, 4c).
Technical means not included in the specified List are subject to confirmation of conformity in the form of a declaration of conformity (schemes 1d, 2d, 3d, 4d, 6d). The choice of the scheme for declaring the conformity of technical means not included in the List is carried out by the manufacturer (manufacturer's authorized person), importer.
By decision of the manufacturer (manufacturer's authorized person), importer, confirmation of the conformity of technical means not included in the List may be carried out in the form of certification in accordance with paragraph 5 of this article.
In case of non-application of the standards specified in paragraph 1 of Article 6 of this technical regulation of the Customs Union, or in their absence,
confirmation of the conformity of the technical means is carried out in the form of certification (schemes 1c, 3c, 4c) in accordance with paragraph 10 of this article.
3. Certification of serially produced technical equipment is carried out according to scheme 1c. The technical means for certification is presented by the manufacturer (a person authorized by the manufacturer).
Certification of a batch of technical equipment is carried out according to the 3c scheme, a single product - according to the 4c scheme. A batch of technical means (single product) manufactured in the common customs territory of the Customs Union is represented by the manufacturer, a batch of technical means (single product) imported into the common customs territory of the Customs Union is represented by the importer or manufacturer (a person authorized by the manufacturer).
4. Certification of technical means is carried out by a certification body (assessment (confirmation) of conformity) included in the Unified Register of Certification Bodies and Testing Laboratories (Centers) of the Customs Union.
Tests for certification purposes are carried out by an accredited testing laboratory (center) included in the Unified Register of certification bodies and testing laboratories (centers) of the Customs Union.
5. When certifying a technical device (schemes 1s, 3s, 4s):
5.1. the manufacturer (a person authorized by the manufacturer), the importer provides the certification body (assessment (confirmation) of conformity) with a set of documents for the technical device, confirming the compliance of the technical device with the requirements for electromagnetic compatibility of this technical regulation of the Customs Union, which includes:
- technical specifications (if any);
- operating documents;
- a list of standards, the requirements of which must comply with this technical tool from the List of standards specified in paragraph 1 of article 6 of this technical regulation of the Customs Union;
- contract (supply agreement) or shipping documentation (for a batch of technical equipment (single product) (schemes 3c, 4c);
5.2. the manufacturer takes all necessary measures to ensure that the production process is stable and ensures that the manufactured technical equipment meets the requirements of this technical regulation of the Customs Union;
5.3. body for certification (assessment (confirmation) of conformity):
5.3.1. carries out sampling (samples);
5.3.2. carries out the identification of the technical means by establishing the identity of its characteristics to the features established in Article 1 of this Technical Regulation of the Customs Union, the provisions established by Article 5 of this Technical Regulation of the Customs Union, and the documents listed in paragraph 5.1 of paragraph 5 of this Article;
5.3.3. organizes testing of a sample (s) of a technical device for compliance with the requirements of the standards from the List of standards specified in paragraph 1 of Article 6 of this technical regulation of the Customs Union, and analyzes the test protocol (s);
5.3.4. analyzes the state of production (scheme 1c).

If the manufacturer has a certified quality management system for production or development and production of technical means, evaluates the ability of this system to ensure the stable release of certified technical means that meet the requirements of this technical regulation of the Customs Union;

5.3.5. issues a certificate of conformity in a single form approved by the Commission. The validity period of the certificate of conformity for mass-produced technical means is no more than 5 years; for a batch of technical means (single product), the validity period of the certificate of conformity is not established;
5.4. manufacturer (person authorized by the manufacturer), importer:
5.4.1. applies a single mark of product circulation on the market of the member states of the Customs Union;
5.4.2. upon completion of the confirmation of compliance, forms a set of documents for the technical tool, which includes:
- documents provided for in subparagraph 5.1 of this paragraph;
- protocol (protocols) of tests;
- results of the analysis of the state of production;
- certificate of conformity.
5.5. the body for certification (assessment (confirmation) of conformity) conducts inspection control over the certified technical means by testing samples in an accredited testing laboratory (center) and (or) analyzing the state of production (scheme 1c);
6. Declaration of conformity of the technical means (schemes 1d, 2d, 3d, 4d, 6d) is carried out on the basis of:
6.1. own evidence (schemes 1d, 2d):
- testing of technical means (for a batch of technical means, a single product) (scheme 2e);
- carrying out tests of the technical means and production control by the manufacturer (for technical means that are mass-produced) (scheme 1d);
6.2. evidence obtained with the participation of an accredited testing laboratory (center), a certification body for quality management systems included in the Unified Register of certification bodies and testing laboratories (centers) of the Customs Union (schemes 3d, 4d, 6d):
- testing of technical means (for a batch of technical means, a single product) (scheme 4d);
- carrying out tests of the technical means and production control by the manufacturer (for technical means that are mass-produced) (scheme 3d);
- conducting tests of the technical means, certification of the quality management system for production or development and production of technical means and production control by the manufacturer (for technical means that are mass-produced) (scheme 6e).
6.3. The declaration of conformity of mass-produced technical means is carried out by the manufacturer (a person authorized by the manufacturer) according to schemes 1d, 3d, 6d.
The declaration of conformity of a batch of technical means (single product) is carried out by the manufacturer (a person authorized by the manufacturer), the importer according to schemes 2d, 4d.
7. When declaring the conformity of a technical device according to schemes 1d,
2d:
7.1. manufacturer (person authorized by the manufacturer), importer:
7.1.1. forms a set of documents confirming compliance
technical means to the requirements of this technical regulation of the Customs Union, which includes:
- technical specifications (if any);
- operating documents;
- a list of standards, the requirements of which this technical tool complies with, from the List of standards specified in paragraph 1 of Article 6 of this technical regulation of the Customs Union;
- protocol (reports) of tests carried out in the testing laboratory (center) at the choice of the manufacturer (person authorized by the manufacturer), importer;
- certificate of conformity (if any);
- declaration of conformity of the manufacturer (if any) (for a batch of technical means (single product) (scheme 2e);
- contract (supply agreement) or shipping documentation (for a batch of technical equipment, a single product) (scheme 2d);
7.1.2. carries out the identification of the technical means by establishing the identity of its characteristics to the features established in Article 1 of this Technical Regulation of the Customs Union, the provisions established by Article 5 of this Technical Regulation of the Customs Union, and the documents listed in paragraph 7.1.1. paragraph 7.1 of this article;
7.2. the manufacturer exercises production control and takes all necessary measures to ensure that the production process ensures the compliance of the technical device with the requirements of this technical regulation of the Customs Union (scheme 1e).
Requirements for production and control processes, as well as the results of their control, must be documented (in the form established by the manufacturer);
7.3. manufacturer (person authorized by the manufacturer), importer:
7.3.1. accepts a written declaration of compliance of the technical means with this technical regulation of the Customs Union in a single form approved by the Commission, and applies
7.3.2. after completion of the conformity assessment, it is included in the set of documents for the technical device, given in subparagraph 7.1.1. of this paragraph, a declaration of conformity.
8. When declaring the conformity of a technical device according to schemes 3d, 4d, 6d:
8.1. manufacturer (person authorized by the manufacturer), importer:
8.1.1. forms a set of documents for a technical tool, which includes:
- technical specifications (if any);
- operating documents;
- a list of standards, the requirements of which must comply with this technical tool from the List of standards specified in paragraph 1 of article 6 of this technical regulation of the Customs Union;
- contract (supply agreement) or shipping documentation (for a batch of technical equipment, a single product) (scheme 4e);
- certificate of conformity for the quality management system of production or development and production of technical means (scheme 6e);
8.1.2. carries out the identification of the technical means by establishing the identity of its characteristics to the features established in Article 1 of this Technical Regulation of the Customs Union, the provisions established by Article 5 of this Technical Regulation of the Customs Union, and the documents listed in paragraph 8.1.1. clause 8.1. of this article;
8.1.3. organizes testing of a sample (s) of a technical device for compliance with the requirements of the standards from the List of Standards,
8.2. manufacturer:
carries out production control and takes all necessary measures to ensure that the production process ensures the compliance of the technical means with the requirements of this technical regulation of the Customs Union (schemes 3d, 6d). Requirements for production and control processes, as well as the results of their control, must be documented (in the form established by the manufacturer);
takes all necessary measures to ensure that the production process and the stable functioning of the production quality management system or development and production ensure the compliance of the technical equipment with the requirements of this technical regulation of the Customs Union (scheme 6e);
8.3. manufacturer (person authorized by the manufacturer), importer:
8.3.1. accepts a written declaration of compliance of the technical means with this technical regulation of the Customs Union in a single form approved by the Commission, and applies a single mark of product circulation on the market of the member states of the Customs Union;
8.3.2. upon completion of the conformity assessment, forms a set of documents for the technical tool, which includes:
- documents provided for in subparagraph 8.1.1 of paragraph 8.1 of this article;
- protocol (protocols) of tests;
- declaration of conformity.
legislation of the Customs Union. The validity of the declaration begins from the day of its registration.
The validity period of the declaration of conformity for technical means produced in series is no more than 5 years; for a batch of technical means (single product), the validity period of the declaration of conformity is not established.
10. When certifying a technical device, in case of non-use of standards from the List of standards specified in paragraph 1 of Article 6 of this technical regulation of the Customs Union, or in their absence (schemes 1s, 3s, 4s):
10.1. the manufacturer (a person authorized by the manufacturer), the importer provides the certification body (assessment (confirmation) of conformity) with a set of documents for the technical device, confirming the compliance of the technical device with the requirements for electromagnetic compatibility of this technical regulation of the Customs Union, which includes:
- technical specifications (if any);
- operating documents;
- description of the adopted technical solutions, confirming the fulfillment of the requirements for electromagnetic compatibility of this technical regulation of the Customs Union;
- contract (supply agreement) or shipping documentation (for a batch of technical equipment (single product) (schemes 3c, 4c);
10.2. the manufacturer takes all necessary measures to ensure that the production process is stable and ensures that the manufactured
technical means to the requirements of this technical regulation of the Customs Union;
10.3. body for certification (assessment (confirmation) of conformity):
10.3.1. carries out sampling (samples);
10.3.2. carries out the identification of the technical means by establishing the identity of its characteristics to the features established in article 1 of this technical regulation of the Customs Union, the provisions established by article 5 of this technical regulation of the Customs Union, and the documents listed in subparagraph 10.1 of paragraph 10 of this article;
10.3.3. confirms the compliance of the technical means directly with the requirements for electromagnetic compatibility of this technical regulation of the Customs Union.
At the same time, the certification body (assessment (confirmation) of conformity):

- based on the requirements for electromagnetic compatibility of this technical regulation of the Customs Union and the conditions of the electromagnetic environment for the use in which the technical tool is intended, determines the specific requirements for electromagnetic compatibility for the certified technical tool;
- analyzes the adopted technical solutions, confirming the fulfillment of the requirements for electromagnetic compatibility of this technical regulation of the Customs Union, carried out by the manufacturer;
- determines from the List of standards specified in paragraph 2 of Article 6 of this technical regulation of the Customs Union, the standards that establish methods of measurement and testing or, in their absence, determines the methods of control, measurement and testing to confirm
compliance of the technical means with specific requirements for electromagnetic compatibility;
- organizes testing of technical equipment and analyzes the test protocol (s);
10.3.4. analyzes the state of production (scheme 1c);

If the manufacturer has a certified quality management system for production or development and production of technical means, evaluates the ability of this system to ensure the stable release of a certified technical means that meets the requirements of this technical regulation of the Customs Union;
10.3.5. issues a certificate of conformity in a single form approved by the Commission.
The validity period of the certificate of conformity for mass-produced technical means is no more than 5 years; for a batch of technical means (single product), the validity period of the certificate of conformity is not established;
10.4. manufacturer (person authorized by the manufacturer), importer:
10.4.1. applies a single sign of product circulation on the market of the member states of the Customs Union;
10.4.2. upon completion of the conformity assessment, forms a set of documents for the technical tool, which includes:
- documents provided for in subparagraph 10.1 of this paragraph;
- protocol (protocols) of tests;
- results of the analysis of the state of production;
- certificate of conformity;

10.5. body for certification (assessment (confirmation) of conformity) conducts inspection control over the certified technical
means by testing samples in an accredited testing laboratory (center) and (or) analyzing the state of production (scheme 1c).
11. When confirming the compliance of stationary installations, by the decision of the manufacturer, an examination of the technical documentation for ensuring electromagnetic compatibility is carried out, as well as calculation and experimental methods are applied, the documented results of which are to be included in the set of documents for the technical facility.
12. A set of documents for a technical device must be stored on the territory of the member states of the Customs Union for:
- technical means - from the manufacturer (a person authorized by the manufacturer) for at least 10 years from the date of withdrawal (termination) of this technical means from production;
- a batch of technical equipment - from the importer or a person authorized by the manufacturer for at least 10 years from the date of sale of the last product from the batch.

Article 8

1. A technical device that meets the requirements for electromagnetic compatibility of this technical regulation of the Customs Union and has passed the conformity assessment procedure in accordance with Article 7 of this technical regulation of the Customs Union must be marked with a single sign of product circulation on the market of the member states of the Customs Union.
2. Marking with a single mark of product circulation on the market of the Customs Union member states is carried out before the release of the technical device into circulation on the market.
3. A single mark of product circulation on the market of the Member States of the Customs Union is applied to each technical device in any way that provides a clear and distinct image throughout the entire service life of the technical device, and is also given in the operational documents attached to it.
4. It is allowed to apply a single mark of product circulation on the market of the Customs Union member states only on the packaging of the technical device and in the operational documents attached to it, if it cannot be applied directly to the technical device.
5. A technical device shall be marked with a single mark of product circulation on the market of the member states of the Customs Union, provided that it complies with the requirements of all technical regulations of the Customs Union that apply to it and provide for the application of this mark.

Article 9. Protective clause

The member states of the Customs Union are obliged to take all measures to limit, prohibit the release of technical equipment into circulation in the common customs territory of the Customs Union, as well as the withdrawal from the market of technical equipment that do not meet the requirements for electromagnetic compatibility of this technical regulation of the Customs Union.

Appendix 1 to the technical regulation of the Customs Union "Electromagnetic compatibility of technical means" (TR CU 020/2011)

Types of technical means that are passive in relation to electromagnetic compatibility, which are not covered by the technical regulation of the Customs Union "Electromagnetic compatibility of technical means" (TR TS 020/2011)

1. Wires, cords, cables and cable assemblies.
2. Equipment containing only a resistive load and not having automatic switching devices, for example, household electric heaters without thermostats or fans.
3. Electric batteries and accumulators and lighting equipment powered by them without active electronic circuits.
4. Headphones and speakers without amplification functions.
5. Protective equipment that creates transient electromagnetic interference of short duration (much less than 1 s) as a result of operation during a short circuit or an abnormal situation in the electrical circuit, which does not contain fuses (emergency shutdown devices) with active electronic parts.
6. High-voltage equipment in which possible sources of electromagnetic interference are due only to localized insulation defects (for example, high-voltage inductors, high-voltage transformers), provided that the specified equipment does not contain active electronic parts.
7. Capacitors, such as power factor correction capacitors.
7. Induction motors.
8. Quartz clock (without additional functions, such as radio reception).
9. Incandescent lamps.
10. Plugs, sockets, fuses, switches and circuit breakers without active electronic circuits.
11. Passive antennas for receiving radio and television broadcasts.

Appendix 2 to the technical regulation of the Customs Union "Electromagnetic compatibility of technical means" (TR TS 020/2011)

Types of electromagnetic interference generated by a technical device and (or) affecting a technical device covered by the technical regulation of the Customs Union "Electromagnetic compatibility of technical devices" (TR CU 020/2011)

1. Low frequency conducted electromagnetic interference:
- steady deviations of power supply voltage;
- distortion of the sinusoidality of the power supply voltage;
- voltage unbalance in three-phase power supply systems;
- power supply voltage fluctuations;
- dips, interruptions and surges in the power supply voltage;
- frequency deviations in power supply systems;
- voltage signals transmitted in power supply systems;
- constant components in AC power networks;
- induced low-frequency voltages.
2. Low frequency radiated electromagnetic interference:
- magnetic fields;
- electric fields.
3. High-frequency conducted electromagnetic interference, including industrial radio interference:
- voltages or currents, which are continuous fluctuations;
- voltages or currents, which are transient processes (aperiodic and oscillatory).
4. High-frequency radiated electromagnetic interference, including industrial radio interference:
- magnetic fields;
- electric fields;
- electromagnetic fields, including those caused by continuous oscillations and transients.
5. Electrostatic discharges.

Appendix 3 to the technical regulation of the Customs Union "Electromagnetic compatibility of technical means" (TR TS 020/2011)

List of technical equipment subject to confirmation of conformity in the form of certification in accordance with the technical regulation of the Customs Union "Electromagnetic compatibility of technical equipment" (TR CU 020/2011)

1. Electrical apparatus and household appliances:
- for cooking and storing food and mechanization of kitchen work;
- for processing (washing, ironing, drying, cleaning) linen, clothes and shoes;
- for cleaning and cleaning rooms;
- sanitary and hygienic;
- to maintain and adjust the microclimate in the premises;
- for hair, nails and skin care;
- for body heating;
- vibration massage;
- gaming, sports and fitness equipment;
- audio and video equipment, television and radio broadcasting receivers;
- sewing and knitting;
- power supplies, chargers, voltage stabilizers;
- for gardening;
- electric pumps;
- lighting equipment;
- automatic switches with electronic control;
- devices of protective shutdown with electronic control;
- arc welding equipment.
2. Personal electronic computers (personal computers).
3. Technical means connected to personal electronic computers:
- printers;
- monitors;
- scanners;
- uninterruptible power supplies;
- active speaker systems powered by AC;
- multimedia projectors.
4. Electrified tools (hand-held and portable electric machines).
5. Musical instruments.
