Foreword

1. This technical regulation of the Customs Union was developed in accordance with the Agreement on uniform principles and rules of technical regulation in the Republic of Belarus, the Republic of Kazakhstan and the Russian Federation dated November 18, 2010.

2. This technical regulation of the Customs Union was developed with the aim of establishing in the single customs territory of the Customs Union uniform mandatory requirements for application and implementation of low-voltage equipment, ensuring the free movement of low-voltage equipment put into circulation in the single customs territory of the Customs Union.

3. If other technical regulations of the Customs Union, the Eurasian Economic Community (hereinafter referred to as EurAsEC) have been adopted for low-voltage equipment, establishing requirements for low-voltage equipment, then low-voltage equipment must comply with the requirements of these technical regulations of the Customs Union, EurAsEC, which apply to it.

Article 1 Scope

1. This technical regulation of the Customs Union applies to low-voltage equipment put into circulation in the common customs territory of the Customs Union. Low-voltage equipment covered by this technical regulation of the Customs Union includes electrical equipment intended for use at a rated voltage of 50 to 1000 V (inclusive) AC and 75 to 1500 V (inclusive) DC.

2. This technical regulation of the Customs Union does not apply to: electrical equipment designed to operate in an explosive environment; medical products; electrical equipment of elevators and cargo lifts (except for electrical machines); electrical equipment for defense purposes; control devices for pasture fences; electrical equipment intended for use in air, water, land and underground transport; electrical equipment designed for safety systems of nuclear power plant reactors.

3. This technical regulation of the Customs Union establishes requirements for low-voltage equipment in order to protect human life and health, property, as well as to prevent actions that mislead consumers (users) regarding its purpose and safety.

Article 2 Definitions

The following terms and their definitions are used in this technical regulation of the Customs Union:

manufacturer- a legal entity or an individual as an individual entrepreneur engaged in the production and (or) sale of low-voltage equipment on its own behalf and responsible for its compliance with the safety requirements of the technical regulations of the Customs Union;

importer– a resident of a member state of the Customs Union who has concluded a foreign trade agreement with a non-resident of the member states of the Customs Union for the transfer of low-voltage equipment, sells this equipment and is responsible for its compliance with the safety requirements of this technical regulation of the Customs Union;

rated voltage of low voltage equipment- input and (or) output voltage (voltage range) of low-voltage equipment specified by the manufacturer on this equipment and in operational documents;

circulation of low voltage equipment on the market- the processes of transition of low-voltage equipment from the manufacturer to the consumer (user) in the common customs territory of the Customs Union, which the low-voltage equipment undergoes after its manufacture is completed;

intended use- use of low-voltage equipment in accordance with the purpose indicated by the manufacturer on this equipment and (or) in operational documents;

person authorized by the manufacturer- a legal or natural person duly registered by a member state of the Customs Union, which is determined by the manufacturer on the basis of an agreement with him to act on his behalf when confirming compliance and placing products on the common customs territory of the Customs Union, as well as for imposing liability for non-compliance products to the requirements of the technical regulations of the Customs Union;

electrical equipment- equipment designed for the generation, conversion, transmission, distribution and use of electrical energy, including both for direct use and built into machines, mechanisms, apparatus, devices and other products.

Article 3. Rules of circulation on the market

1. Low-voltage equipment is put into circulation on the market if it complies with this technical regulation of the Customs Union, as well as other technical regulations of the Customs Union, the EurAsEC, which apply to it, and provided that it has passed confirmation of compliance in accordance with Article 7 of this technical regulation of the Customs Union , as well as in accordance with other technical regulations of the Customs Union, EurAsEC, which apply to it.

2. Low-voltage equipment, the compliance of which with the requirements of this technical regulation of the Customs Union has not been confirmed, should not be marked with a single sign of product circulation on the market of the Member States of the Customs Union and is not allowed to be put into circulation on the market.

3. Low-voltage equipment that is not marked with a single mark of circulation on the market of the Member States of the Customs Union is not allowed to be put into circulation on the market.

Article 4. Security requirements

Low-voltage equipment must be designed and manufactured in such a way that, when used for its intended purpose and meeting the requirements for installation, operation (use), storage, transportation (transportation) and maintenance, this equipment provides:

the required level of protection against direct or indirect effects of electric current; no unacceptable risk of elevated temperatures, arc discharges or radiation that can lead to hazards;
the necessary level of protection against injury by rotating and stationary parts of low-voltage equipment;
the necessary level of protection against non-electrical hazards arising from the use of low-voltage equipment, including those caused by physical, chemical or biological factors;
required level of insulation protection;
required level of mechanical and switching wear resistance;
the required level of resistance to external influencing factors, including non-mechanical ones, under appropriate climatic conditions of the external environment;
absence of unacceptable risk during overloads, emergency modes and failures caused by the influence of external and internal influencing factors;
absence of unacceptable risk during connection and (or) installation.
Low voltage equipment must be designed and constructed in such a way that it is not a source of fire under normal and emergency operating conditions.
The consumer (user) must be provided with the necessary level of information for the safe use of low-voltage equipment for its intended purpose.

Article 5. Requirements for marking and operational documents

1. The name and (or) designation of low-voltage equipment (type, brand, model), its main parameters and characteristics that affect safety, the name and (or) trademark of the manufacturer, the name of the country where the low-voltage equipment is manufactured, must be applied to the low-voltage equipment. equipment and are specified in the operational documents attached to it.
At the same time, the name of the manufacturer and (or) his trademark, the name and designation of low-voltage equipment (type, brand, model) must also be applied to the packaging.

2. If the information given in paragraph 1 of this article cannot be applied to
low-voltage equipment, they can only be indicated in the operational documents attached to this equipment. At the same time, the name of the manufacturer and (or) its trademark, the name and designation of low-voltage equipment (type, brand, model (if any)) must be printed on the packaging.

3. The marking of low-voltage equipment must be legible, easy to read and applied to low-voltage equipment in a place accessible for inspection without disassembly using a tool.

4. Operating documents for low-voltage equipment must contain: information listed in paragraph 1 of this article; information on the purpose of low-voltage equipment; characteristics and parameters; rules and conditions for safe operation (use); rules and conditions for installation, storage, transportation (transportation), sale and disposal (if necessary, the establishment of requirements for them); information about the measures to be taken if a malfunction of this equipment is detected; name and location of the manufacturer (a person authorized by the manufacturer), importer, information for contacting them;

month and year of manufacture of low-voltage equipment and (or) information on the place of application and method for determining the year of manufacture.
5. Operational documents are executed in Russian and in the state language(s) of the Customs Union member state if there are relevant requirements in the legislation(s) of the Customs Union member state(s).
Operational documents are carried out on paper. They may be accompanied by a set of operational documents on electronic media. Operational documents included in the set of low-voltage equipment for non-domestic purposes can only be made on electronic media.

Article 6. Ensuring compliance with safety requirements

1. Compliance of low-voltage equipment with this technical regulation of the Customs Union is ensured by fulfilling its safety requirements directly or by meeting the requirements of the standards included in the List of Standards, as a result of which, on a voluntary basis, compliance with the requirements of the technical regulation of the Customs Union is ensured.

2. Methods of research (testing) and measurement of low-voltage equipment are established in the standards included in the List of standards containing the rules and methods of research (testing) and measurement, including the rules for sampling, necessary for the application and enforcement of the requirements of the technical regulation of the Customs Union and the implementation evaluation (confirmation) of product conformity.

Article 7 Conformity assessment

1. Before being put into circulation on the market, low-voltage equipment must undergo confirmation of compliance with the safety requirements of this technical regulation of the Customs Union.
Conformity assessment of low-voltage equipment is carried out according to the schemes in accordance with the Regulations on the application of standard schemes for assessing (confirming) conformity in the technical regulations of the Customs Union, approved by the Commission of the Customs Union (hereinafter referred to as the Commission).

2. Low-voltage equipment included in the List given in the appendix to this technical regulation of the Customs Union is subject to confirmation of conformity in the form of certification (schemes 1s, 3s, 4s).
Low-voltage equipment not included in the specified List is subject to confirmation of conformity in the form of a declaration of conformity (schemes 1d, 2d, 3d, 4d, 6d). The choice of the conformity declaration scheme for low-voltage equipment not included in the List is carried out by the manufacturer (a person authorized by the manufacturer),
importer.
By decision of the manufacturer (person authorized by the manufacturer), the importer, the conformity assessment of low-voltage equipment not included in the List may be carried out in the form of certification in accordance with paragraph 5 of this article.

If the standards specified in paragraph 1 of Article 6 of this technical regulation of the Customs Union are not applied, or in their absence, the conformity assessment of low-voltage equipment is carried out in the form of certification (schemes 1s, 3s, 4s) in accordance with paragraph 10 of this article.

3. Certification of low-voltage equipment produced in series is carried out according to scheme 1c. Low-voltage equipment for certification shall be submitted by the manufacturer (a person authorized by the manufacturer).
Certification of a batch of low-voltage equipment is carried out according to the 3c scheme, a single product - according to the 4c scheme. A batch of low-voltage equipment (single product) manufactured in the common customs territory of the Customs Union is represented by the manufacturer;

4. Certification of low-voltage equipment is carried out by an accredited certification body (assessment (confirmation) of conformity) included in the Unified Register of Certification Bodies and Testing Laboratories (Centers) of the Customs Union.
Tests for certification purposes are carried out by an accredited testing laboratory (center) included in the Unified Register of certification bodies and testing laboratories (centers) of the Customs Union.

5. When carrying out certification of low-voltage equipment (schemes 1s, 3s, 4s):
5.1. the manufacturer (manufacturer's authorized person), the importer provides the certification body (assessment (confirmation) of conformity) with a set of documents for low-voltage equipment, confirming the compliance of low-voltage equipment with the safety requirements of this technical regulation of the Customs Union, which includes:
technical specifications (if any); operational documents;
a list of standards, the requirements of which must comply with this low-voltage equipment from the List of standards specified in paragraph 1 of article 6 of this technical regulation of the Customs Union;
contract (supply agreement) or shipping documentation (for a batch of low-voltage equipment (single product) (schemes 3c, 4c);
5.2. The manufacturer takes all necessary measures to ensure that the production process is
stable and ensured compliance of manufactured low-voltage equipment with the requirements of this technical regulation of the Customs Union;
5.3. body for certification (assessment (confirmation) of conformity):
5.3.1. carries out sampling (samples);
5.3.2. carries out the identification of low-voltage equipment by establishing the identity of its characteristics to the features established in Article 1 of this technical regulation of the Customs Union, the provisions established by Article 5 of this technical regulation of the Customs Union, and the documents listed in subparagraph 5.1 of paragraph 5 of this article;
5.3.3. organizes testing of a sample (s) of low-voltage equipment for compliance with the requirements of the standards from the List of standards specified in paragraph 1 of Article 6 of this technical regulation of the Customs Union, and analyzes the test protocol (s);
5.3.4. analyzes the state of production (scheme 1c).
If the manufacturer has a certified quality management system for the production or development and production of low-voltage equipment, evaluates the ability of this system to ensure the stable production of certified low-voltage equipment that meets the requirements of this technical regulation of the Customs Union;
5.3.5. issues a certificate of conformity in a single form approved by the Commission. The validity period of the certificate of conformity for low-voltage equipment produced in series,
– no more than 5 years, for a batch of low-voltage equipment (single product) the validity period of the certificate of conformity is not established;
5.4. manufacturer (person authorized by the manufacturer), importer:
5.4.1. applies a single sign of product circulation on the market of the Member States of the Customs Union;
5.4.2. upon completion of the confirmation of compliance, forms a set of documents for low-voltage equipment, which includes:
documents provided for in subparagraph 5.1 of paragraph 5 of this article; protocol (protocols) of tests;
results of the analysis of the state of production; certificate of conformity.
5.5. body for certification (assessment (confirmation) of conformity) conducts inspection control over certified low-voltage equipment by testing samples in an accredited testing laboratory (center) and (or) analyzing the state of production (scheme 1c).

6. Declaration of conformity of low-voltage equipment (schemes 1d, 2d, 3d, 4d, 6d) is carried out on the basis of:
6.1. own evidence (schemes 1d, 2d):
- testing of low-voltage equipment (for a batch of low-voltage equipment (single product) (scheme 2e);
- carrying out tests of low-voltage equipment and production control by the manufacturer (for low-voltage equipment, mass-produced) (scheme 1d);
6.2. evidence obtained with the participation of an accredited testing laboratory (center), a certification body for quality management systems included in the Unified Register of certification bodies and testing laboratories (centers) of the Customs Union (schemes 3d, 4d, 6d):
- carrying out tests of low-voltage equipment, certification of a quality management system for production or development and production of low-voltage equipment and production control by the manufacturer (for low-voltage equipment that is mass-produced) (scheme 6d).
- testing of low-voltage equipment (for a batch of low-voltage equipment (single product) (scheme 4d);
- carrying out tests of low-voltage equipment and production control by the manufacturer (for low-voltage equipment, mass-produced) (scheme 3d);
- carrying out tests of low-voltage equipment, certification of a quality management system for production or development and production of low-voltage equipment and production control by the manufacturer (for low-voltage
commercially available equipment) (scheme 6d).
6.3. The declaration of conformity of low-voltage equipment produced in series is carried out by the manufacturer (a person authorized by the manufacturer) according to schemes 1d, 3d, 6d.

The declaration of conformity of a batch of low-voltage equipment (single product) is carried out by the manufacturer (a person authorized by the manufacturer), the importer according to schemes 2e, 4e.

7. When declaring the conformity of low-voltage equipment according to schemes 1d, 2d:
7.1. manufacturer (person authorized by the manufacturer), importer:
7.1.1. forms a set of documents confirming the compliance of low-voltage equipment with the requirements of this technical regulation of the Customs Union, which includes:
technical specifications (if any); operational documents;
a list of standards, the requirements of which this low-voltage equipment complies with, from the List of standards specified in paragraph 1 of article 6 of this technical regulation of the Customs Union;
report (reports) of tests carried out in the testing laboratory (center) at the choice of the manufacturer (person authorized by the manufacturer), importer;
certificate of conformity (if any);
manufacturer's declaration of conformity (if any) (for a batch of low-voltage equipment (single product) (scheme 2d);
contract (supply agreement) or shipping documentation (for a batch of low-voltage equipment (single product) (scheme 2e);
7.1.2. carries out the identification of low-voltage equipment by establishing the identity of its characteristics to the features established in Article 1 of this Technical Regulation of the Customs Union, the provisions established by Article 5 of this Technical Regulation of the Customs Union, and the documents listed in subparagraph 7.1.1. paragraph 7.1 of this article;
7.2. manufacturer:
carries out production control and takes all necessary measures to ensure that the production process ensures the compliance of low-voltage equipment with the requirements of this technical regulation of the Customs Union (scheme 1d).
Requirements for production and control processes, as well as the results of their control, must be documented (in the form established by the manufacturer);
7.3. manufacturer (person authorized by the manufacturer), importer:
7.3.1. accepts a written declaration of compliance of low-voltage equipment with this technical regulation of the Customs Union in a single form approved by the Commission, and applies a single sign of product circulation on the market of the Member States of the Customs Union;
7.3.2. after completion of the conformity assessment, it is included in the set of documents for low-voltage equipment given in subclause 7.1.1. paragraph 7.1 of this article, a declaration of conformity.

8. When declaring the conformity of low-voltage equipment according to schemes 3d, 4d, 6d:
8.1. manufacturer (person authorized by the manufacturer), importer:
8.1.1. forms a set of documents for low-voltage equipment, which includes: technical specifications (if any);
operational documents;
a list of standards, the requirements of which must comply with this low-voltage equipment from the List of standards specified in paragraph 1 of article 6 of this technical regulation of the Customs Union;
contract (supply agreement) or shipping documentation (for a batch of low-voltage equipment (single product) (schemes 3d, 4d); certificate of conformity (copy of the certificate) for the quality management system for production or development and production of low-voltage equipment (scheme 6e);
8.1.2. carries out the identification of low-voltage equipment by establishing the identity of its characteristics to the features established in Article 1 of this Technical Regulation of the Customs Union, the provisions established by Article 5 of this Technical Regulation of the Customs Union, and the documents listed in subparagraph 8.1.1. clause 8.1. of this article;
8.1.3. organizes testing of a sample (s) of low-voltage equipment for compliance with the requirements of the standards from the List of standards specified in paragraph 1 of article 6 of this technical regulation of the Customs Union;
8.2. manufacturer:
carries out production control and takes all necessary measures to ensure that the production process ensures the compliance of low-voltage equipment with the requirements of this technical regulation of the Customs Union (schemes 3d, 6d). Requirements for production and control processes, as well as the results of their control, must be documented (in the form established by the manufacturer);
takes all necessary measures to ensure that the production process and the stable functioning of the quality management system for production or the development and production of low-voltage equipment ensure that low-voltage equipment meets the requirements of this technical regulation of the Customs Union (scheme 6e);
8.3. manufacturer (person authorized by the manufacturer), importer:
8.3.1. accepts a written declaration of compliance of low-voltage equipment with this technical regulation of the Customs Union in a single form approved by the Commission, and applies a single sign of product circulation on the market of the Member States of the Customs Union;
8.3.2. upon completion of the conformity assessment procedures, forms a set of documents for low-voltage equipment, which includes:
documents provided for in subparagraph 8.1.1 of paragraph 8.1 of this article; protocol (protocols) of tests;
declaration of conformity.

9. Declaration of conformity is subject to registration in accordance with the legislation of the Customs Union. The validity of the declaration begins from the day of its registration.
The validity period of the declaration of conformity for low-voltage equipment produced in series is no more than 5 years; for a batch of low-voltage equipment (single product), the validity period of the declaration of conformity is not established.

10. When carrying out certification of low-voltage equipment, in case of non-use of standards from the List of standards specified in paragraph 1 of Article 6 of this technical regulation of the Customs Union, or in their absence (schemes 1s, 3s, 4s):
10.1. the manufacturer (manufacturer's authorized person), the importer provides the certification body (assessment (confirmation) of conformity) with a set of documents for low-voltage equipment, confirming the compliance of low-voltage equipment with the safety requirements of this technical regulation of the Customs Union, which includes:
technical specifications (if any); operational documents;
description of the adopted technical solutions and risk assessment confirming the fulfillment of the safety requirements of this technical regulation of the Customs Union; contract (supply agreement) or shipping documentation (for a batch of low-voltage equipment (single product) (schemes 3c, 4c);
10.2. The manufacturer takes all necessary measures to ensure that the production process is stable and ensures that the manufactured low-voltage equipment complies with the requirements of this technical regulation of the Customs Union;
10.3. body for certification (assessment (confirmation) of conformity):
10.3.1. carries out sampling (samples);
10.3.2. carries out the identification of low-voltage equipment by establishing the identity of its characteristics to the features established in Article 1 of this technical regulation of the Customs Union, the provisions established by Article 5 of this technical regulation of the Customs Union, and the documents listed in subparagraph 10.1 of paragraph 10 of this article;
10.3.3. carries out confirmation of compliance of low-voltage equipment directly with the safety requirements of this technical regulation of the Customs Union.
At the same time, the certification body (assessment (confirmation) of conformity):
determines, on the basis of the safety requirements of this technical regulation of the Customs Union, specific safety requirements for certified low-voltage equipment;
analyzes the adopted technical solutions and assesses the risks, confirming the fulfillment of the safety requirements of this technical regulation of the Customs Union, carried out by the manufacturer;
determines from the List of standards specified in paragraph 2 of Article 6 of this technical regulation of the Customs Union, the standards that establish measurement and test methods or, in their absence, determines the methods of control, measurement and testing to confirm the compliance of low-voltage equipment with specific safety requirements;
organizes testing of low-voltage equipment and analyzes the test report(s);
10.3.4. analyzes the state of production (scheme 1c);
If the manufacturer has a certified management system for the production or development and production of low-voltage equipment, evaluates the ability of this system to ensure the stable production of certified low-voltage equipment that meets the requirements of this technical regulation of the Customs Union;
10.3.5. issues a certificate of conformity in a single form approved by the Commission.
The validity period of the certificate of conformity for low-voltage equipment produced in series is no more than 5 years; for a batch of low-voltage equipment (single product), the validity period of the certificate of conformity is not established;
10.4. manufacturer (person authorized by the manufacturer), importer:
10.4.1. applies a single sign of product circulation on the market of the Member States of the Customs Union;
10.4.2. upon completion of the confirmation of compliance, forms a set of documents for low-voltage equipment, which includes:
documents provided for in subparagraph 10.1 of this paragraph; protocol (protocols) of tests;
results of the analysis of the state of production; certificate of conformity;
10.5. body for certification (assessment (confirmation) of conformity) conducts inspection control over certified low-voltage equipment by testing samples in an accredited testing laboratory (center) and (or) analyzing the state of production (scheme 1c).

11. A set of documents for low-voltage equipment must be stored on the territory of the Member States of the Customs Union at:
low-voltage equipment - from the manufacturer (a person authorized by the manufacturer) for at least 10 years from the date of removal (termination) of this low-voltage equipment from production;
a batch of low-voltage equipment - from the importer or a person authorized by the manufacturer for at least 10 years from the date of sale of the last product from the batch.

Article 8

1. Low-voltage equipment that meets the safety requirements of this technical regulation of the Customs Union and has passed confirmation of conformity in accordance with Article 7 of this technical regulation of the Customs Union must be marked with a single mark of product circulation on the market of the Member States of the Customs Union.

2. Marking with a single mark of product circulation on the market of the Customs Union Member States is carried out before the release of low-voltage equipment into circulation on the market.

3. A single mark of product circulation on the market of the Customs Union member states is applied to each piece of low-voltage equipment in any way that provides a clear and distinct image throughout the entire service life of low-voltage equipment, and is also given in the operational documents attached to it.

4. It is allowed to apply a single mark of product circulation on the market of the Member States of the Customs Union only on the packaging and in the operational documents attached to it, if it cannot be applied directly to low-voltage equipment.

5. Low-voltage equipment is marked with a single sign of product circulation on the market of the Customs Union member states if it meets the requirements of all technical regulations of the Customs Union, the EurAsEC, which apply to it
extends and provides for the application of this sign.

Article 9. Protective clause

The member states of the Customs Union are obliged to take all measures to limit, prohibit the release into circulation of low-voltage equipment in the common customs territory of the Customs Union, as well as to withdraw from the market low-voltage equipment that does not meet the safety requirements of this technical regulation of the Customs Union.

LIST of low-voltage equipment subject to confirmation of conformity in the form of certification

Appendix to the technical regulation of the Customs Union "On the safety of low-voltage equipment" (TR CU 004/2011) in accordance with the technical regulation of the Customs Union "On the safety of low-voltage equipment" (TR CU 004/2011)

1. Electrical apparatus and household appliances:
for cooking and storing food and mechanization of kitchen work; for processing (washing, ironing, drying, cleaning) linen, clothes and shoes;
for cleaning and cleaning rooms;
to maintain and adjust the microclimate in the premises; sanitary and hygienic;
for hair, nails and skin care;
for heating the body; vibration massage;
gaming, sports and training equipment;
audio and video equipment, television and radio broadcast receivers; sewing and knitting;
power supplies, chargers, voltage stabilizers;
for gardening; for aquariums and garden ponds;
electric pumps;
lighting equipment and light sources; wiring products; extension cords.
2. Personal electronic computers (personal computers).
3. Low-voltage equipment connected to personal electronic computers.
4. Electrified tools (hand-held and portable electric machines).
5. Musical instruments.
6. Cables, wires and cords.
7. Automatic switches, protective shutdown devices.
8. Apparatus for the distribution of electrical energy.
9. Electrical apparatus for controlling electrical installations.
