Import of goods

For customs clearance in the Vladivostok customs area, you will need the following documents:

  1. Invoice -(Invoice) contains information about the goods required for declaring (In Russian or with translation into Russian).
  2. Packing list- is necessary for detailing the quantity, packaging, dimensions and confirming the net and gross weight for each product (in Russian or with translation into Russian).
  3. Quality certificate, certificate of quality or other certificate issued by or in the name of the manufacturer or shipper- serves to confirm the country of origin and certification of goods on the territory of the Russian Federation. (If you want to)
  4. Analysis certificate- which indicates the percentage composition of the product (with translation into Russian). (If you want to)
  5. Country of Origin Certificate - Form "A"-for developing countries of the far abroad (with translation into Russian). (if provided)
    Form A certificate of origin provides for a tariff preference for developing countries (75% duty) and least developed countries (0% duty).
  6. Veterinary certificate- for products of animal origin. (If you want to)
  7. Phytosanitary control act- for products of plant origin. (If you want to)
  8. CITES Permit- for endangered species of wild flora and fauna. (If you want to)
    These documents confirm the safety of imported goods and are issued by the competent authorities of the country of export (sometimes certified by authorized representatives of the Russian Federation in the country of the exporter). These documents are necessary for import into the territory of the Russian Federation, border control, obtaining the appropriate certificates for customs clearance.
  9. Registration certificate for excisable goodsaccording to the TN VED code (for exemption from excise tax), or a letter from the State Sanitary and Epidemiological Supervision authorities about the absence of alcohol or other excisable substances. (If you want to)

  11. Power of attorneyto the declarant of the established form, confirming his authority on behalf of the company to issue a customs declaration
  12. Price list and/or a copy of the Export Cargo Customs Declaration (CCD).Necessary to prove the value of the declared cargo. (When registering goods using 1 method)
  13. Copy of insuranceor letter of uninsured cargo. Required on delivery terms CIP, CIF to confirm the customs value.
  14. Shipping documents:sea waybill -bill of lading, international road waybill CMR, international TIR carnet, transit declaration (TD), air waybill, railway waybill.
  15. Copies of passports of the general director, chief accountant.
  16. Documents confirming the powers of the General Director (copies of the decision or minutes of the meeting of the founders, order of appointment).
  17. A copy of the employment order.
  18. A copy of the employment agreement.
  19. Contract, agreement or treaty(hereinafter referred to as the "Agreement") with all additions and changes and specifications - a copy certified by the buyer's seal on each sheet (In Russian or with a translation into Russian).
  20. A copy of the Certificate of Tax Inspection with TIN and KPP.
  21. A copy of the State Registration Certificate (OGRN).
  22. Import deal passport(PS) - the original or a copy signed by the director and Ch. bookkeeping, certified by the seal of the company.
  23. Certificate of conformity(the main document confirming the safety of the imported goods) or an explanation of the State Standard of the Russian Federation (that the cargo is not subject to mandatory certification) in the case of mandatory certification according to the TN VED code - a notarized copy or a copy certified by the seal of the authority that issued the document.   24. SEZ (Hygienic Conclusion)for controlled goods - the original, a notarized copy or a copy certified by the seal of the authority that issued the document. (If you want to)
  25. Declaration of Conformity- this is a document in which the manufacturer certifies that the products supplied by him comply with the requirements of regulatory documents. If you want to)
    The declaration procedure practically does not differ from product certification, the only difference is the forms on which these documents are drawn up. The certificate of conformity is drawn up on the form of the established sample, and for the declaration of conformity a certain form of the form is not established.
  26. Confirmation of payment for the cargo in case of prepayment(bank statements, an application for a transfer with execution, a bank statement), which reflects the amount of the prepayment, - copies certified by the buyer's seal and the signature of the general director or chief accountant.
  27. Payment order for the transfer of advance customs payments to the customs account(duties, VAT, excise and customs duties) - the original with a bank stamp or a copy.
  28.  Originals, notarized copies or copies certified by the seal of the authority that issued the document, other permits for issuing the declared TN VED codes:
  • Licenses of the Ministry of Foreign Economic Relations and Trade. (If you want to)
  • Permits from other state bodies (internal affairs agencies, the Ministry of Agriculture, the Ministry of Health, the Ministry of Communications, the Ministry of Culture, etc.). (If you want to)

The customs authority of the Russian Federation may request documents and additional information for customs purposes.

To confirm the customs value of the goods, the following documents may be required:

  • Insurance documents, if any (depending on the terms of delivery)
  • Transportation invoice or officially certified calculation of transport costs in cases where transport costs were not included in the invoice
  • Customs declarationcountry of departure, certified by the sender
  • Purchase Orders
  • Catalogs, specifications, price lists (price lists of manufacturers)
  • Cost estimate of the manufacturer for the goods being valued (if the company agrees to provide it to the Russian buyer)
  • Other documents that can be used to confirm the information declared in the customs value declaration
  • Documents confirming the fact of payment under the contract, as well as an extract from the personal account (in case of payment after the expiration of the period (30, 60, 90 days), it may be necessary to provide payment documents on previous deliveries)

To confirm the special characteristics of the goods:

  • Technical passport or technical description.
  • Booklets.
  • Samples.
  • Drawings.
  • Other explanatory materials, certified by the seal of the buyer.
