Import quarantine permit.

The procedure for issuing documents for the import of plant products necessary for import and further customs clearance.

For most of the products of plant origin, it is necessary to issue, send to the border crossing points of the Russian Federation or send an Import Quarantine Permit (IQR) with the cargo.

IQR - the main document that determines the procedure, conditions for the import and sale of products of plant origin (the IQR is valid for 3 months from the date of receipt).

In accordance with the order of the Rosselkhoznadzor of 22.06.2005. No. 196 "On the temporary procedure for issuing import quarantine permits for the import of regulated products into the Russian Federation" import quarantine permits are issued on the basis of a written application (standard form), to which the following documents must be attached:

• Notarized copy of the certificate of making an entry in the Unified State Register of Legal Entities
• Notarized copy of the certificate of registration with the tax authority
• A copy of the warehouse lease agreement, certified by the signature and seal of the applicant
• A copy of an extract from the State Register of Breeding Achievements (in case of import of seeds and planting material that fall under the State Register), certified by the signature and seal of the applicant
• A copy of the contract with the temporary storage warehouse, certified by the signature and seal of the applicant
• Documents confirming the fact of decontamination of storage facilities (temporary storage warehouse, as well as the place of final unloading (warehousing) of imported regulated products)
• The applicant's power of attorney to obtain a formalized import quarantine permit from the Rosselkhoznadzor
• Letter of application for an import quarantine permit.

In cases where an incomplete set of documents is provided, the Office of the Federal Service for Veterinary and Phytosanitary Surveillance has the right to return the documents to the applicant without consideration or request additional missing documents.

In this case, the period for consideration of the application is calculated from the date of submission of the missing documents.

The term for consideration and preparation of IQR is up to 25 days.
